RS regular, Toby "baldpate" Bell, passed away on October 19, 2005. Britt Stoudenmire broke the news in the forum on the evening of the 19th. Many people from the site shared the water with Toby and he will be greatly missed by family and friends.

Toby's Obituary
Ernest Widgeon "Toby" Bell III, beloved son, husband, father, grandfather and friend, left us Wednesday, October 19, 2005. He is survived by his wife of 38 years, Margaret Jackson Bell; his son, Ernest Widgeon "Skip" Bell IV of Driggs, Idaho; his daughter, Jennifer Preston Bell Schreck, and her husband, David; two grandsons, Robert David "Quinn" Schreck V, and Alexander Preston Schreck, all of Richmond. He is also survived by his parents, Ernest and Margie Bell of Virginia Beach; and many devoted family members and friends.

Toby spent his childhood exploring his family's farm on the Eastern Shore of Virginia, developing his love for the outdoors and especially the water. He was graduated from Hampden-Sydney College in 1967 and was a member of Kappa Alpha Order. He earned a master's degree from Virginia Commonwealth University in 1970. He spent many years with the former Division of Youth Services for the Commonwealth of Virginia in various administrative positions, culminating with his appointment to the Governor's Cabinet as Assistant Director of Public Safety. In 1982, he began his career in the insurance industry and was most recently associated with Jefferson-Pilot.

Toby spent his life as a servant to the Lord and those around him. He was an elder and choir member at St. Giles' Presbyterian Church. An outdoor enthusiast, he was an Eagle Scout and former Scout Master. He was a life sponsor of Ducks Unlimited, serving on the board of directors of the Richmond Chapter of DU for three decades. Fishing was his passion and he enjoyed teaching others how to successfully pursue small mouth bass in Virginia's rivers. He enjoyed his membership and friendships in the Old Dominion Small Mouth Club, and the Between the Dams Club on the James River. A memorial service to honor his life will be held Sunday, October 23, at 3 p.m. at St. Giles Presbyterian Church, in Richmond, with a reception following. In lieu of flowers, contributions may be made to St. Giles' Presbyterian Church, Ducks Unlimited, or St. Michael's Episcopal School.
